On August on, 2023, the Prosecutor adopted a decision regarding initiating public criminal prosecution against V.N., the former Deputy Mayor of Yerevan for abusing his official powers and receiving a bribe in particulary large amount.

From January 20, 2012 to 29 October, 2018, while holding the position of Deputy Mayor, in the conditions of not meeting the standards of the tenders announced for the purpose of obtaining long-term garbage collection and sanitary cleaning services in the western and eastern parts of the city of Yerevan, as the chairman of the evaluation committee, he evaluated the bids of the participating companies as satisfactory. As a result, "Sanitek s.a.r.l." LLC – the Armenian branch of "Sanitek" LLC and "Sanitek International" LLC were recognized as winners.

Later, due to the lack of technical, financial, professional and labor resources, the above mentioned companies were not able to properly provide the services stipulated by the contracts, but the Yerevan Municipality paid to them more than 3 billion 200 thousand AMD for incomplete, improper, and in some cases also not provided services, negligently causing a grave consequence.

In addition, V.N. received a bribe from the authorized officials of the mentioned company, accepting the offer to receive a particularly large property benefit for his father. In particular, in 2015, V.N. leased the real estates registered in the name of H.N., his father, to the mentioned companies for a long-term lease, with a rent far exceeding the amount of lease payments given before that moment: 436 million 472 thousand 280 AMD.

On October 3, 2019, the contracts for the purchase of garbage collection and sanitary cleaning services signed with "Sanitek s.a.r.l." and "Sanitek International" LLC were unilaterally terminated. As a result, V.N. actually received about 141 million 273 thousand 953 AMD of property benefit for the years 2015-2019 as a bribe in the form of other advantages for his father, H.N.
