Information on applications, reports, and outcomes related to electoral crimes received between February 7, 2026 and June 7, 2026, as of 6:00 p.m.

Today, during a press conference held at the Central Electoral Commission, Tsovak Mnatsakanyan, Senior Prosecutor of the Department of Supervision over Legality of Pre-trial Proceedings in the RA Anti-Corruption Committee of the Prosecutor General’s Office, addressed the status of applications, reports, and outcomes related to electoral crimes received between February 7, 2026 and June 7, 2026, as of 6:00 p.m.

 

According to data received and processed by the Prosecutor’s Office, from February 7, 2026 — the commencement of the process for the regular elections to the National Assembly, until today at 6:00 p.m., a total of 425 reports concerning alleged crimes obstructing the electoral process have been received, 425 whereof:

 

  • 186 criminal proceedings have been initiated;
  • 300 individuals have been subjected to public criminal prosecution;
  • 14 criminal proceedings involving 42 individuals have been submitted to the competent court with approved indictments;
  • Motions on the consent of the Central Electoral Commission to initiate criminal prosecution and to deprive 13 parliamentary candidates of their liberty have been submitted, whereof 12 motions have been granted, while the motion concerning 1 candidate will be considered in the near future;
  • 16 reports have been received through the anonymous reporting platform azdararir.am, including 3 reports received today.

 

The data received by the Prosecutor’s Office are updated on a regular basis.

 

DATA BY PRELIMINARY INVESTIGATIVE BODIES

 

Anti-Corruption Committee

 

From February 7, 2026 — the commencement of the process for the regular elections to the National Assembly, until today, as of 6:00 p.m., the Anti-Corruption Committee has processed 196 reports concerning alleged crimes obstructing the electoral process.

 

Of these 196 reports, 1 report was received today, based on which 1 criminal proceeding was initiated. Within the framework of that proceeding, public criminal prosecution was initiated against 3 individuals, including:

 

  • 1 individual for offering an electoral bribe or complicity therein;
  • 2 individuals for accepting an electoral bribe or complicity therein.

Of the above-mentioned 196 reports:

  • 32 reports did not result in the initiation of criminal proceedings, as they did not substantiate any event, act or omission that could reasonably warrant a preliminary legal assessment as constituting an offense under the Criminal Code. Of these reports, 8 were forwarded to the operational-investigative units of the Anti-Corruption Committee for verification purposes;
  • 1 report, received from the National Security Service, was forwarded to the Anti-Corruption Committee for the purpose of deciding whether to initiate criminal proceedings;
  • 100 criminal proceedings were initiated;
  • With respect to 61 reports, operational intelligence measures are being undertaken to verify the information received;
  • 2 reports were referred to the Police of the Ministry of Internal Affairs of the RA for verification.

 

Of the total 485 incidents reflected in the above-mentioned 100 records on the initiation of criminal proceedings:

 

  • 224 incidents concerned offering electoral bribes and complicity therein;
  • 193 incidents concerned accepting electoral bribes and complicity therein;
  • 6 incidents concerned mediation in electoral bribery;
  • 38 incidents concerned violations of the prohibition on charity during elections and complicity therein;
  • 15 incidents concerned obstruction of the free exercise of a person's electoral or referendum rights and complicity therein, as well as preparation for and attempted commission of such offenses;
  • 9 incidents concerned materially incentivizing participation in a rally and complicity therein.

 

Public criminal prosecution has been initiated against 227 individuals, including:

 

  • 97 individuals for offering electoral bribes or complicity therein;
  • 109 individuals for accepting electoral bribes or complicity therein;
  • 15 individuals for violating the prohibition on charity during elections;
  • 6 individuals for materially incentivizing participation in rallies or obstructing the free exercise of electoral rights.

 

With respect to preventive measures imposed on the accused, 44 individuals have been placed in custody, 21 individuals have been placed under house arrest.

 

Nine criminal cases involving 33 individuals have been referred to the competent court with approved indictments.

 

Investigative Committee

 

From February 7, 2026 — the commencement of the process for the regular elections to the National Assembly, until today, as of 6:00 p.m., the Investigative Committee has processed 229 reports concerning alleged crimes obstructing the electoral process.

 

Of these 229 reports, 129 were received today.

 

Of the aforementioned 129 reports:

 

  • 24 reports were submitted to investigators for the purpose of deciding whether to initiate criminal proceedings;
  • 92 reports are currently undergoing verification procedures;
  • With respect to 3 reports, verification activities were completed and based on police officers' reports, the materials were dismissed without further action, as the verification established the absence of apparent elements of a criminal offense or administrative violation;
  • 10 criminal proceedings were initiated.

 

Of the 10 incidents reflected in the above-mentioned records on the initiation of criminal proceedings:

 

  • 3 incidents concerned voting more than once or voting on behalf of another person;
  • 2 incidents concerned obstruction of the exercise of electoral rights or the exercise of the rights of persons participating in elections;
  • 5 incidents concerned violations of the secrecy of the ballot.

 

Of the 229 reports received from February 7, 2026, until today, as of 6:00 p.m.:

 

  • 31 reports were submitted to investigators for the purpose of deciding whether to initiate criminal proceedings. In one case, criminal proceedings were not initiated; however, the supervising prosecutor instructed that criminal proceedings be initiated under Article 236 of the Criminal Code of the Republic of Armenia;
  • 3 reports did not result in the initiation of criminal proceedings, as they did not substantiate any event, act or omission that could reasonably warrant a preliminary legal assessment as constituting an offense under the Criminal Code;
  • With respect to 3 reports, verification was ordered at the initiative of the investigator or prosecutor in accordance with the procedure prescribed by the Law on Operational- Intelligence activities;
  • 14 reports underwent verification procedures, as a result whereof, in 11 cases, the materials were dismissed without further action based on police officers' reports, since the verification established the absence of apparent elements of a criminal offense or administrative violation. In 1 case, the documents compiled were forwarded to the relevant Territorial Electoral Commission of the Central Electoral Commission for consideration of the issue of administrative liability;
  • 92 reports are currently undergoing verification procedures;
  • 86 criminal proceedings have been initiated.

 

Of the 104 incidents reflected in the above-mentioned 86 records on the initiation of criminal proceedings:

 

  • 1 incident concerned physical coercion;
  • 2 incidents concerned psychological coercion;
  • 2 incidents concerned hooliganism;
  • 11 incidents concerned obstruction of the exercise of electoral rights or the rights of persons participating in elections;
  • 32 incidents concerned obstructing or compelling the holding of or participation in assemblies, as well as materially incentivizing participation in assemblies or organizing such incentivization;
  • 45 incidents concerned compelling a person to engage in or refrain from election campaigning, or otherwise obstructing election campaigning;
  • 1 incident concerned the acceptance of an electoral bribe;
  • 1 incident concerned the offering of an electoral bribe;
  • 1 incident concerned money laundering;
  • 3 incidents concerned voting more than once or voting on behalf of another person;
  • 5 incidents concerned violations of the secrecy of the ballot.

 

Public criminal prosecution has been initiated against 73 individuals, including:

 

  • 14 individuals for obstructing election campaigning;
  • 1 individual for hooliganism;
  • 3 individuals for coercing persons to participate in assemblies through blackmail;
  • 2 individuals for obstructing the free exercise of electoral rights;
  • 8 individuals for materially incentivizing participation in assemblies and organizing such incentivization;
  • 44 individuals for money laundering and obstructing the holding of assemblies;
  • 1 individual for offering a bribe.

 

Of the 73 accused persons, preventive measures have been imposed on 57 individuals, as follows:

 

  • detention – 12 individuals;
  • house arrest – 11 individuals, including: administrative supervision in respect of 1 individual, bail, a prohibition on absence, and suspension from office in respect of 1 individual, bail in respect of 1 individual, a prohibition on absence in respect of 3 individuals; administrative supervision – 5 individuals, including a prohibition on absence in respect of 3 individuals;
  • bail – 1 individual, including a prohibition on absence in respect of 1 individual;
  • prohibition on absence – 27 individuals;
  • educational supervision – 1 individual, including a prohibition on absence in respect of 1 individual.

 

A wanted notice has been issued in respect of 1 accused person.

 

Of the 86 initiated criminal proceedings:

 

  • In 5 proceedings, the case materials relating to 9 individuals have been submitted to the competent court with approved indictments, whereof 1 proceeding was initiated under Article 210(3)(1) of the Criminal Code; 4 proceedings were initiated under Article 236 of the Criminal Code;
  • 10 criminal proceedings have been terminated: 8 proceedings on the grounds provided for in Article 13(1)(1) of the Criminal Procedure Code; 2 proceedings on the grounds provided for in Article 13(1)(3) of the Criminal Procedure Code; all 10 proceedings had been initiated under Article 211(1) of the Criminal Code.
