Ownership rights of the Republic of Armenia have been registered over a mansion, land plot and shares confiscated from former Head of Kotayk Karapet Guloyan

On May 12 and 13, 2026, pursuant to a legally effective judgment in the case on the confiscation of property of illegal origin, ownership rights of the Republic of Armenia were registered over the following property confiscated from former Head of Kotayk region and former Head of the Abovyan community Karapet Guloyan and his wife Rosa Gagik Tsarukyan:

 

  • approximately 90% of the real estate property at 8 P. Sevak district, 14th street, Arinj village, Kotayk region — the part recognized as illegally acquired;
    the land plot located at 29/2 Tandzaghbyur street, Tsaghkadzor community, Kotayk region;
    • 2,000 shares of “ACBA Bank” OJSC.

 

The Prosecutor General’s Office had previously announced that, by a legally effective judgment of the Court of Cassation, the claim for confiscation of property of illegal origin filed by the Prosecutor General’s Office had been granted.

 

According to the ruling, in addition to the above-mentioned assets already transferred into the ownership of the Republic of Armenia, the following assets are also subject to confiscation from former Kotayk Governor Karapet Guloyan and his wife Rosa Gagiki Tsarukyan:

 

  • the right to claim USD 264,000, representing the unpaid part of a USD 294,900 loan granted in 2021 to Belglass LLC;
    AMD 1 billion 227 million 490 thousand as expenses not justified by Karapet Guloyan’s lawful income;
    • AMD 58 million 120 thousand as the remainder of illegal income generated through the transformation or use of property of illegal origin;
    • AMD 934 thousand as the value of 267 shares of “Electramontazh” OJSC acquired in 2019.

 

It should be recalled that in 2025 a criminal case against Karapet Guloyan, who served as Mayor of Abovyan from 2008 to 2015, was submitted to court. According to the indictment, Karapet Guloyan abused his official powers and with the assistance of other officials of the Abovyan Municipality or other citizens, alienated lands located in the parks, public gardens and streets of the Abovyan community through direct sales or fraudulent auctions in a total of 65 counts. In two cases, by using his official position and in prior agreement with persons affiliated with him, he allegedly laundered property obtained through criminal activity in especially large amounts.
