The Prosecutor General of the Republic of Armenia Anna Vardapetyan announced on December 11, 2025, that the Prosecutor’s Office had launched efforts to return to the state properties in the coastal areas of Lake Sevan that had been unlawfully privatized or leased.
The Prosecutor General also informed that the Prosecutor’s Office had filed claims in court regarding a number of properties, including:
The above-mentioned three claims have been accepted for court proceedings.
In the case concerning the cottages of the “Harsnaqar” hotel—which relates to the demand to declare invalid the land lease agreement concluded on February 3, 2003, between “Harsnaqar” LLC and “Sevan National Park” SNCO, and to return to the Republic of Armenia the buildings and structures constructed on the land plot—measures for securing the claim have been applied. The respondent has been prohibited from taking any actions that would lead to a change in ownership of the buildings and structures specified in the claim.
It should be recalled that, as a result of examinations carried out by the Prosecutor’s Office in the field of state interests protection, it was established that there were no legal grounds for concluding the lease agreement. In particular, no actual tender was held prior to the conclusion of the lease agreement, and there were no grounds defined by point 36 of Government Decision No. 286 dated April 12, 2001, for granting the land plot for lease without a tender.
It should also be noted that from December 2025 to the present, as a result of implementing the Prosecutor’s Office motions, 83 capital and non-capital buildings illegally constructed by various individuals have been dismantled (demolished) on 33 land plots located in the coastal areas of Lake Sevan below the absolute mark. Additionally, two contracts have been terminated by the “Sevan National Park” SNCO.
