On March 2, 2026, under the leadership of the Prosecutor General of the Republic of Armenia Anna Vardapetyan and the Minister of Defense of the Republic of Armenia Suren Papikyan, the activities of the Military Prosecutor’s Office for 2025 were summarized.
Deputy Prosecutor General of the Republic of Armenia and Military Prosecutor Grigor Elizbaryan presented the cases recorded in the armed forces during 2025, the criminal proceedings initiated, the criminal proceedings submitted to court by prosecutors, the criminal cases completed in courts, as well as the examinations conducted in the field of state interests protection and the results thereof.
According to the Military Prosecutor, 2,248 cases were recorded in military units of the Armed Forces and other troops of the RA during 2025, whereof 1,027 (45.7%) were incidents, while 1,221 (54.3%) were cases of alleged crimes.
Referring to crime cases, Grigor Elizbaryan emphasized that a decrease of 110 cases, or 8.3%, was recorded.
Compared with 2024, in 2025 grave crimes decreased by 49 cases (27.5%), while particularly grave crimes decreased by 25 cases (64.1%).
According to the assessment of the RA Military Prosecutor Grigor Elizbaryan, the decrease in the number of cases is due both to the policy adopted by the state and to a number of reforms implemented in the Armed Forces.
According to the RA Military Prosecutor Grigor Elizbaryan, no cases of homicide were recorded in the RA Armed Forces in 2025.
In 2025, the following service-related deaths were recorded: 6 conscript servicemen, 2 conscript servicemen of the Border Troops of the RA National Security Service and 1 member of the militia.
During 2025, the damage caused to the state in criminal proceedings under investigation and examined by investigative bodies amounted to AMD 411,728,000 (in 2024 — AMD 1,479,117,000), whereof AMD 108,712,000 was recovered in criminal proceedings investigated at the pre-trial stage (AMD 51,935,000 in 2024).
In addition, AMD 1,300,000 of damages caused to the state was recovered under enforcement proceedings of judicial acts.
In 2025, prosecutors of the RA Military Prosecutor's Office submitted 943 criminal cases involving 1,070 persons to courts of general jurisdiction along with indictments (905 cases involving 1,027 persons in 2024).
In 2025, 856 criminal cases involving 951 persons were examined and completed in court, whereof the trials in 708 criminal cases concluded with guilty verdicts and 785 persons were convicted.
According to the Military Prosecutor, as a result of 280 inspections carried out in 2025 by the State Interests Protection Division of the Central Military Prosecutor’s Office and the garrison military prosecutor’s offices, damage caused to the state amounted to AMD 1,432,493,000 (AMD 5,677,550,000 in 2024). In 2025, AMD 938,080,000 of the damage caused to the state was recovered, whereof AMD 924,294,000 was recovered extrajudicially by the State Interests Protection Division.
From the damages identified during inspections conducted in 2024, AMD 92,213,000 was recovered in 2025.
During 2025, military prosecutors filed 24 claims in the field of state interests protection (19 claims in 2024). The total amount claimed for recovery in these 24 cases is AMD 4,564,117,000.
At the conclusion of the discussion, the parties addressed a number of key issues in the field and exchanged ideas regarding formats for developing cooperation and upcoming programs.
