Within the authority of the Prosecutor’s Office to seize property of illicit origin, property and funds amounting AMD 5.454 billion have been confiscated in favor of the Republic of Armenia

On February 28, 2026, Anna Vardapetyan, Prosecutor General of the Republic of Armenia, visited the Department for Confiscation of Property of Illicit Origin of the Prosecutor General’s Office (hereinafter referred as the Department) and held a working meeting with Deputy Prosecutor General Edgar Arsenyan, who coordinates functions related to the confiscation of property of illicit origin and the prosecutors of the Department.

 

During the meeting, inter alia, attention was given to the works carried out by the Department in 2025, including initiated examinations and claims submitted to the courts. Challenges in the sector and ways to address them were also discussed.

 

Deputy Prosecutor General Edgar Arsenyan reported that in 2025, the Department initiated 157 examinations and submitted 42 claims to the courts, whereof 38 are currently under review and demand the confiscation of 230 immovable properties, 68 movable properties, and participation in 76 legal entities in favor of the Republic of Armenia. The monetary claim under these 38 amounts to AMD 31.54 billion, the total — AMD 35.993 billion.

 

According to Edgar Arsenyan, in 2025, one settlement agreement was signed, as a result of which AMD 87 million 622 thousand are subject to confiscation as property of illegal origin in favor of the Republic of Armenia. Out of AMD 87 million 622 thousand, AMD 68 million 811 thousand have been confiscated.

 

Referring to the examinations conducted from the date of the formation of the Department (September 3, 2020) to December 31, 2025, the Deputy Prosecutor General of the Republic of Armenia noted that 758 examinations were initiated.

 

“As of February 27, 2026, the total number of claims being examined in courts is 166, with a total claim value of AMD 612 billion 592 million 172 thousand. Under these claims, the Prosecutor's Office demands the confiscation of 1,568 real estate properties, 356 movable properties and participation in 467 legal entities in favor of the Republic of Armenia. The monetary claim amounts to AMD 530 billion 697 million 870 thousand. This number has a growing tendency due to the fact that not all property market values ​​have been determined and the values ​​of participation in legal entities are also unknown,” emphasized Edgar Arsenyan and, summarizing the works of the Department for 2020-2025, added that within the framework of the authority of the Prosecutor’s Office to confiscate property of illicit origin, 9 real estate properties have been confiscated in favor of the Republic of Armenia, with an average market value of AMD 4 billion 411 million 112 thousand 500, 2 movable properties, with an average market value of AMD 26 million 100 thousand and AMD 1 billion 13 million 281 thousand.

 

Thus, within the scope of the authority of the Prosecutor's Office to confiscate property of illicit origin, property and funds worth AMD 5 billion 450 million 494 thousand 148 have been confiscated in favor of the Republic of Armenia, which is equivalent to approximately 1USD4 million 464 thousand.

 

Thus, within the framework of the authority of the Prosecutor’s Office to confiscate property of illicit origin, property and funds amounting AMD 5,450,494,148 have been confiscated in favor of the Republic of Armenia, which is approximately equivalent to USD 14,464,000.
