1,610 reports were submitted via the unified electronic whistleblowing platform azdararir.am from 2019 to 2025, 1,324 whereof — anonymous reports. Criminal proceedings were initiated under 73 cases, 7 whereof were submitted to court and judicial acts were issued in 2 cases.
In particular:
- 188 reports were received by the Prosecutor General’s Office in 2019 via the whistleblowing system, all of which concerned alleged corruption-related cases. Of these 188 reports, 153 were anonymous. Whistleblowing proceedings were initiated under 97 cases, while initiation was refused under 91 cases. 21 of the initiated whistleblowing proceedings were dismissed, 59 were forwarded to operational-investigative bodies for verification of the reports and 17 were referred according to jurisdiction. Criminal cases were initiated under 5 whistleblowing cases.
- 140 reports were received by the Prosecutor General’s Office in 2020 via the whistleblowing system, all of which concerned alleged corruption-related cases. Of these 140 reports, 119 were anonymous. Whistleblowing proceedings were initiated in 91 cases, while initiation was refused in 33 cases. 24 of the initiated whistleblowing proceedings were dismissed, 86 were forwarded to operational-investigative bodies for verification of the reports and 15 were referred according to jurisdiction. A criminal case was initiated in 1 whistleblowing case.
- 75 reports were received by the Prosecutor General’s Office in 2021 via the whistleblowing system, 68 whereof concerned alleged corruption-related cases. Of these 75 reports, 70 were anonymous. Whistleblowing proceedings were initiated in 59 cases, while initiation was refused in 16 32 of the initiated whistleblowing proceedings were dismissed, 47 were forwarded to operational-investigative bodies for verification of the reports. A criminal case was initiated in 1 whistleblowing case.
- 116 reports were received by the Prosecutor General’s Office in 2022 via the whistleblowing system, 48 whereof concerned alleged corruption-related cases. Of these 116 reports, 74 were anonymous. Whistleblowing proceedings were initiated in 81 cases, while initiation was refused in 35 41 of the initiated whistleblowing proceedings were dismissed, 78 were forwarded to operational-investigative bodies for verification of the reports. Criminal cases were initiated in 9 whistleblowing cases.
- 116 reports were received by the Prosecutor General’s Office in 2023 via the whistleblowing system, 53 whereof concerned alleged corruption-related cases. Of these 116 reports, 99 were anonymous. Whistleblowing proceedings were initiated in 94 cases, while initiation was refused in 22 cases. 47 of the initiated whistleblowing proceedings were dismissed, 87 were forwarded to operational-investigative bodies for verification of the reports. A criminal case was initiated in 1 whistleblowing case.
- 380 reports were received by the Prosecutor General’s Office in 2024 via the whistleblowing system, 301 whereof concerned alleged corruption-related cases. Whistleblowing proceedings were initiated in 247 cases, while initiation was refused in 106 39 of the initiated whistleblowing proceedings were dismissed, 237 were forwarded to operational-investigative bodies for verification of the reports. Criminal cases were initiated in 21 whistleblowing cases.
- 600 reports were received by the Prosecutor General’s Office in 2025 via the whistleblowing system, 508 whereof were Initiation of proceedings was refused in 247 cases, 352 were forwarded to operational-investigative bodies for verification of the reports, 1 was referred according to jurisdiction. Criminal cases were initiated in 26 whistleblowing cases.
It should be recalled that the Azdararir.am platform allows reports to be submitted either anonymously or with personal details regarding cases defined by the Law of the Republic of Armenia “On the Whistleblowing System.”
