Dismantling illegally constructed buildings on the coastal territories of Sevan Lake is underway: the illegal buildings adjunct to the private house of the former Chief of Police, Vladimir Gasparyan, were destroyed

On December 30, 2025, the Prosecutor General's Office announced that work had begun on dismantling illegally constructed buildings and structures in areas below the absolute mark on the coastal territories of Lake Sevan. At the same time, the Prosecutor's Office announced that work on the demolition of illegal buildings will continue in 2026.

 

On February 2, 2026, the fence, concrete retaining walls, ramp and other structures of the private house on Sevan, illegally built by Vladimir Gasparyan, the former Chief of the RA Police, were dismantled (Prosecutor's Office, in particular, demands Vladimir Gasparyan and affiliated persons to confiscate this private house as part of a claim for confiscation of property of illegal origin), located below the absolute limit, concrete retaining walls, ramp and other structures.

 

From December 2025 to the present day, as a result of the fulfillment of the petitions of the Prosecutor's Office's, about 40 buildings and structures illegally built by various persons, major and secondary, were dismantled (demolished) on 14 land plots of the Lake Sevan coast below the absolute mark, 2 contracts were terminated by the National Park of Sevan.

 

It should be recalled that in addition to the above-mentioned petitions, during 2025, the Prosecutor's Office of Gegharkunik Region sent 8 more petitions to the Ministry of the Environment and the Sevan National Park.

 

The above-mentioned petitions and, as well as the lawsuits filed by the Prosecutor's Office in court relate, among other things:

 

  • To the private house on Sevan, illegally built by the former Chief of Police, Vladimir Gasparyan (Drakhtik community, 1-st street, 97 of Gegharkunik Region),
  • To the administrative complex of Harsnakar Hotel (Yerevan highway 50 of Sevan town), cottages of the Harsnakar hotel (Yerevan highway 48/6 of Sevan town),
  • To the private house in Sevan, illegally built by Ruben Hayrapetyan, the former President of the Football Federation of Armenia, former Deputy of the National Assembly of the Republic of Armenia (Recreation area of Sevan, 3rd street, 38),
  • To a private house in Sevan, illegally built by the Seyran Ohanyan, former Minister of Defense of the Republic of Armenia (Drakht community, 1st street, 71 Gegharkunik Region),
  • To a private house in Sevan, illegally built by Arman Hakobjanyan, Chairman of the Board of Directors of Kapavor LLC (Drakhtik community 1st street, 88, Gegharkunik region).

 

As a result of investigations conducted by the Department of State Interests Protection of the Prosecutor General's Office and the Prosecutor's Office of Gegharkunik Region within the framework of their powers to file a lawsuit for the state interests protection, allegations of the crime were sent to the preliminary investigation authorities, and criminal proceedings were initiated.
