On January 21, 2026, the prosecutor approved the indictment of the criminal proceedings against 4 individuals for organizing and managing the mass disorders and violence against police officers that occurred in the Gyumri Municipality building and the adjacent square on October 20, 2025, and submitted it to the competent court.

Let us recall that:

1. Criminal prosecution has been initiated against Spartak Ghukasyan under part 2 of Article 46–452, part 3 of Article 46–452 and part 1 of Article 327 of the Criminal Code of the Republic of Armenia (acting as part of a group, he organized and manage the damage of the property with the purpose of interfering with the lawful official or political activities of an official and the use of violence against an official for the same purpose, as well as organized and manage mass disorders that threaten public safety, combined with violence, elimination and damage of property).

2. Criminal prosecution has been initiated against Karapet Ghukasyan (assistant to the First Deputy Head of the Gyumri community) under point 4 of part 2 of Article 441, part 2 of Article 46–452, part 3 of Article 46–452 and part 1 of Article 327 of the Criminal Code of the Republic of Armenia (acting as part of a group, he abused authority-related or official powers by committing an act which is beyond the scope of his powers, which has caused a significant damage to the rights, freedoms or legal interests of a person of organisation, as well as to the lawful interests of society; furthermore, as part of a group, he organized and manage the damage and elimination of an official’s property with the purpose of interfering with the lawful official activities of an official, and for the same purpose applied violence against an official; as well as organized and manage mass disorders that threaten public safety, combined with violence, elimination and damage of property).

3. Criminal prosecution has been initiated against Avetis Arakelyan (First Deputy Head of the Gyumri community, Acting Head of the community) under point 4 of part 2 of Article 441, part 2 of Article 46–452 of, part 3 of Article 46–452 and part 1 of Article 327 of the RA Criminal Code (acting as part of a group, he abused authority-related or official powers by committing an act which is beyond the scope of his powers, which has caused a significant damage to the rights, freedoms or legal interests of a person of organisation, as well as to the lawful interests of society; in turn, as part of a group, he organized and manage the damage to and elimination of an official’s property with the purpose of interfering with the lawful official activities of the official, and for the same purpose applied violence against an official; as well as organized and manage mass disorders that threaten public safety, combined with violence, elimination and damage of property).

4. Criminal prosecution has been initiated against Artyom Mkrtchyan (Head of a department of the “Gyumri Communal Services” company) under point 4 of part 2 of Article 441 and part 1 of Article 327 of the RA Criminal Code (acting as part of a group, he abused authority-related or official powers by committing an act which is beyond the scope of his powers, which has caused a significant damage to the rights, freedoms or legal interests of a person of organisation, as well as to the lawful interests of society; as well as organized and manage mass disorders that threaten public safety, combined with violence, elimination and damage of property).
