On December 5, 2025, the prosecutor submitted to the First Instance Court of General Jurisdiction of Tavush Region the criminal proceedings against the accused H.A., M.B., T.U., L.S. and H.G., who kidnapped a minor and committed hooliganism against him/her in September 2025 in Zorakan settlement of Tavush Region.

It should be recalled that within the framework of the criminal proceedings being examined by the Investigative Committee, on November 2, 2025, the prosecutor initiated public criminal prosecutions against H.A., M.B., T.U., L.S. and H.G. under Article 297, Part 2, Point 2 (hooliganism against a helpless person) and Article 191, Part 2, Point 3 (kidnapping of a minor) of the Criminal Code.

On November 3 and November 4, 2025, petitions were submitted to the First Instance Court of General Jurisdiction of Tavush Region to impose detention for a month as a preventive measure against H.A., M.B., T.U., L.S. and H.G. The petition for T.U. was fully granted, the petitions for H.A., M.B. and H.G. were partially granted for a period of 20 days, and house arrest was imposed on L.S. for a period of 20 days.

During the preliminary investigation, petitions were filed to extend the detention measure chosen for the accused, which were completely rejected for H.G., H.A., M.B. and L.S. (by the decision of the body conducting the proceedings, the alternative preventive measure of prohibition of absence was applied to them), and by the court decision, administrative supervision and the alternative preventive measure of prohibition of absence were applied to T.U.

The supervising prosecutor filed special review complaints against the above-mentioned decisions of the First Instance Court of General Jurisdiction of Tavush Region with the Criminal Court of Appeal.
