From October 8, 2008 to April 30, 2015, K.G., who held the position of Head of the Abovyan city, disregarded the regulation set out in Article 60 of the Land Code (lands not subject to alienation to natural or legal persons) and with the assistance of authorized officials of the Abovyan Municipality, alienated numerous land plots to various natural and legal persons through auctions and direct sales.

Among the above-mentioned land plots was the parcel located at 1/3/3 Sevan Street in the Abovyanm city, Kotayk Region, which was alienated by Decision No. 1180 of September 20, 2011, issued by K.G, the Mayor of Abovyan.

Within the scope of its authority to file claims for the state interests protection, on July 2, 2025, the Prosecutor General’s Office submitted a claim to the Anti-Corruption Court against the community of Abovyan, demanding to declare the auction invalid and apply the legal consequences of invalidity.

By its judgment of November 14, 2025, the Anti-Corruption Court granted the claim of the Prosecutor General’s Office.

The judgment declared the auction conducted by the Abovyan community invalid, and, as a consequence of the invalidity of the auction, the contract of sale of the land plot concluded between the Abovyan community and a natural person on September 23, 2011, as well as the state registration of ownership based on that contract, were declared invalid.

Upon the judgment entering into legal force, the land plot located at 1/3/3 Sevan Street — with a cadastral value approximating the market value of AMD 1,452,000— will be returned to the community of Abovyan.

It should also be recalled that in the criminal case pending at the Anti-Corruption Court, K.G. is accused of the unlawful alienation of land plots (65 counts), official forgery (49 counts), money laundering (2 counts) and abuse of official authority.
