The Prosecutor’s Office of Ararat Region, in the framework of its authority to protect state (community) interests, has examined the documents on allocation of approximately 5 330 ha of land outside the administrative borders of the communities of Ararat Region related with the documents of providing with the right of gratuitous use to the LLC “World of Animals”.
During the investigation, it was found that the former Governor of Ararat Region A.S., using his official position, in violation of the requirements of legal acts, according to the decision of October 5, 2006, provided a land area of about 5 330 ha of state-owned environmental lands located outside the administrative borders of the communities of Ararat province for a period of 49 years with the right of gratuitous use to V.M., a member of the Republican Party of Armenia, G. G., the driver of H. A., who held the position of Minister of Territorial Administration during 2005-2007, and to the “World of Animals” LLC, a company founded for profit, owned by the former Governor of Ararat Region, A.S.
The approximate market value of the above-mentioned 5330 ha land plot is AMD 60 billion 553 million 218 thousand, which is equivalent to 158 million 263 thousand US dollars.
In the result of the study, the prosecutor addressed a petition to the Cadastre Committee to undertake measures to conduct state registration of the unilateral termination of the contract signed on October 11, 2006 between "World of Animals" LLC and the former Governor of Ararat Region.
On the base of the petition, on September 19, 2025, state registration of the right to gratuitous use of the disputed land plots was terminated.
The Prosecutor General addressed a letter to the Minister of Environment of the Republic of Armenia to undertake measures to conduct surveying work on the above-mentioned land plots.
Based on the outcomes of the investigation, the Prosecutor's Office of Ararat Region filed a report on the crime with the Anti-Corruption Committee on September 22, 2025.
Based on the report, criminal proceedings were initiated in the Anti-Corruption Committee under Article 441, Part 2, Point 2 of the RA Criminal Code (abuse of official or official powers or influence derived therefrom by an official or abuse of powers, which caused particularly large property damage) (3 episodes).
