Culture House of the settlement Narek was returned to Artashat community in the result of prosecutorial intervention

The Prosecutor's Office of Ararat Region, within the framework of the authority to protect state (community) interests, reviewed the documents on the alienation of the cultural house located at Davit Bek Street 2/1, Narek community, transferred to the Narek rural community of Ararat Region according to the Decision N 51 of the Government of March 14, 1997.

 

The study showed that the former Head of the Narek community, G.H., without any grounds for the alienation of the community's cultural house, included false data in the Decision of February 22, 2013, subject to official turnover, changing the purpose of use of the cultural house to a public service facility. Then, the cultural house with an area of ​​257 square meters, with cadastral value of about AMD 13 million 411 thousand and the land plot of 900 square meters adjunct to it on November 27, 2017, were alienated to his wife for AMD 2 million 420 thousand through a formal auction.

 

Within the framework of exercising his/her powers, the prosecutor, having discovered apparent elements of a crime, filed a report on the crime. Criminal proceeding was initiated in the Anti-Corruption Committee under Article 441, Part 2, Point 5 of the RA Criminal Code (Abusing authority-related or official powers or the influence deriving therefrom or excess of powers by an official) and Article 445, Part 1 of the RA Criminal Code (official forgery).

 

Based on the procedural and evidentiary actions undertaken within the framework of the initiated criminal proceeding, as well as the motion addressed by the prosecutor to community council of Artashat, the ownership right of Artashat community toward the real estate intended for "residential" purposes located at Davit Bek Street 2/1, Narek settlement was registered on October 28, 2025.
