On November 26, 2024, the Prosecutor General’s Office reported that within the framework of the criminal proceedings investigated by the Anti-Corruption Committee, and based on a motion submitted by the prosecutor, three real estate properties — misappropriated by S.G., the former Head of the Avshar community, through the abuse of official and service powers — with a total value of AMD 78,259,000, were returned to the Ararat community.

It was also found during the preliminary investigation that the income received from the use of the property embezzled from the Avshar community amounted to AMD 43,623,000, and the total damage caused to the community during the acquisition, construction, and registration of the residential house of the former Head of the community and adjacent buildings with the overburdened land plots amounted to AMD 56,376,000.
Based on the factual data obtained during the criminal proceedings, on May 29, 2025, the supervising prosecutor initiated criminal prosecution against S.G., the former Head of the Avshar community, for abuse of official position, official forgery, money laundering, and embezzlement committed through the abuse of official position. Criminal prosecution was also initiated against P.M., the former driver of the community Head, for assisting S.G. in the above-mentioned actions.
During the preliminary investigation, the former Head of the community fully restored the damage caused to the community— AMD 100 million, equivalent to about USD 261,000.
