At the end of each year, Prosecutor General Anna Vardapetyan visits the regional subdivisions of the Prosecutor’s Office of the Republic of Armenia to summarize the work carried out and to outline the priorities for the upcoming year.
In February–March 2025, the Prosecutor General of the Republic of Armenia paid a working visit to around 15 subdivisions of the Prosecutor’s Office. On March 14, 2025, the concluding session of the RA Prosecutor’s Office Collegium was held.
During the session, Anna Vardapetyan announced that henceforth, the performance of the prosecutor’s offices of regions and Yerevan administrative districts will be evaluated twice a year — at the end of July (mid-year) and in February (annual) — based on the following four criteria:
The evaluation procedure and criteria were defined by an order of the Prosecutor General of the Republic of Armenia, based whereon, in July 2025, the performance of the prosecutor’s offices of regions and Yerevan administrative districts was reviewed.
Based on the evaluation conducted applying the four established criteria, the subdivisions with the best performance indicators for the first half of 2025 were identified. Accordingly, the Prosecutor’s Office of Ararat Region ranked 1st, followed by the Prosecutor’s Office of Syunik Region ranking 2nd and the Prosecutor’s Office of Armavir Region ranking 3rd. The Prosecutor’s Offices of Gegharkunik and Tavush regions shared 4-5 positions, having received equal scores.
Particularly:
In the first half of 2025, in Ararat Region, based on a prosecutorial motion within the scope of the authority for the protection of state (community) interests, damage caused to the state and community in the amount of AMD 175 million (equivalent to approximately USD 455,000) was restored, including the return of one immovable property worth AMD 22,553,000 to the community.
In particular, within the scope of the authority for the protection of state and community interests, based on a motion submitted by the Prosecutor’s Office of Ararat Region, the ownership rights of Ararat Community were restored over a 625.33 square meter building of the local kindergarten, located at 23/3 Barekamutyun street, Surenavan, along with the 0.15878-hectare land plot attached to it.
During the first half of 2025, 45 criminal proceedings for grave crimes and 14 for particularly grave crimes were submitted to the court with indictments approved by prosecutors of the Prosecutor’s Office of Ararat Region.
In Syunik Region, during the first half of 2025, based on examinations conducted within the scope of authority to file claims for the protection of state (community) interests and on warnings submitted by the regional prosecutors, damages in the amount of AMD 19,833,000 (equivalent to USD 51,000) caused to the state were recovered.
During the same period of time, damage in the amount of AMD 35,924,000 (equivalent to USD 93,000) caused to the state was recovered under criminal proceedings.
In the first half of 2025, 11 criminal proceedings for grave crimes and 6 for particularly grave crimes were submitted to the court with indictments approved by prosecutors of the Prosecutor’s Office of Syunik Region.
During the first half of 2025, within the framework of criminal proceedings under the supervision of the Prosecutor’s Office of Armavir Region, damage in the amount of approximately AMD 130 million (equivalent to approximately USD 338,000) caused to the state (community) by criminal activity was recovered. This amount has been fully transferred to the Unified Account of Recovered Funds.
In the first half of 2025, 52 criminal proceedings for grave crimes and 7 for particularly grave crimes were submitted to the court with indictments approved by prosecutors of the Prosecutor’s Office of Armavir Region.
In Gegharkunik Region, during the first half of 2025, property claim for AMD 33.9 million was granted under claims for the protection of state and community interests (final judicial acts), whereof AMD 3 million has already been transferred to the state budget.
During the same period of time, damage in the amount of AMD 14.3 million was recovered under criminal proceedings.
The Prosecutor General's Office reported that within the framework of a criminal proceeding, based on a motion filed by the prosecutor, the ownership right of Martuni Community of Gegharkunik Region was restored over a 6.5-hectare land plot of the sports stadium located at 22 Getapnya 2nd street in the same community. The cadastral value, approximated to market value, amounts to AMD 123,224,000 — equivalent to USD 320,000.
During the first half of 2025, 18 criminal proceedings for grave crimes and 4 for particularly grave crimes were submitted to the court with indictments approved by prosecutors of the Prosecutor’s Office of Armavir Region.
In Tavush Region, during the first half of 2025, damage in the amount of AMD 39,811,000 was recovered under criminal proceedings. In addition, a pipeline with a total length of 191.1 meters, worth AMD 5,110,000, was returned to a company with state participation (WUA – Water Users Association).
During the reporting period, under the criminal proceedings initiated based on the examination conducted within the scope of the authority for the protection of state (community) interests, an immovable property — a kindergarten building with an area of 891.1 square meters, located at 34 Shahumyan Street, Dilijan — with a cadastral value approximated to market value of AMD 85,935,000, was returned to the Dilijan Community.
During the same period, within the scope of the authority for the protection of state (community) interests, and as a result of prosecutorial intervention, as well as measures taken by the competent bodies of the Ijevan Community, a kindergarten building with an area of 198.45 square meters, located at 11 9th Street, Khashtarak settlement, Ijevan Community — with a cadastral value approximated to market value of AMD 44,121,000, was returned to the same community.
In Tavush Region, during the first half of 2025, the amount of damage caused to the state and community that was recovered under final judicial acts amounted to AMD 2,761,000.
In the same period, 10 criminal proceedings for grave crimes and 5 for particularly grave crimes were submitted to the court with indictments approved by prosecutors of the Prosecutor’s Office of Tavush Region.
