Properties returned to the state and communities, increase in the number of cases resolved by the court: the Prosecutor General represented 2024 report on the activity of the Prosecutor’s Office to the Standing Committee on State and Legal Affairs of the National Assembly

Pursuant to the constitutional law “On the Rules of Procedure of the National Assembly”, today, Anna Vardapetyan, Prosecutor General, represented the report on the activity of the Prosecutor’s Office during 2024 to the Standing Committee On State and Legal Affairs of the National Assembly, which was sent to the RA National Assembly on March 31, 2025 and afterwards published on the official webpage of the Prosecutor’s Office.

 

Anna Vardapetyan particularly mentioned that “the report, inter alia, includes the following”:

 

 

  • The work conducted in the field of protection of state and community interests and confiscation of property of illicit origin, examinations, claims submitted to the court, properties and funds returned to the state and communities.
  • Fight against crime and corruption starting from the supervision over the criminal proceedings and pursuit of the charge at a court until the oversight over the lawfulness of application of punishments and other coercive measures.
  • Prevention, disclosure and punishment of military service related crimes, as well as examinations aimed at revealing violations of the material security of the armed forces and recovery of the damage caused.

 

Pursuant to the data of the Information Center of the Ministry of Internal Affairs decrease in the crime rate in 1.1 % and increase in the disclosure rate in 3.4% was registered in the Republic of Armenia during 2024.

 

40 thousand 232 cases of crimes were recorded in the Republic of Armenia during 2024 (40 thousand 666 cases during 2023) wherefrom 18 thousand 397 (20 thousand 231 cases during 2023) in Yerevan city. Compared to 2023, crime cases decreased in 434 or 1.1%.

 

     9830 criminal cases regarding 10 thousand 691 individuals (5080 cases regarding 5485 individuals during 2023 and 3208 cases regarding 3690 individuals during 2022) were examined and resolved by the courts during 2024. Thus during 2024, 4750 or 93.5% more cases were examined and resolved by the courts compared to 2023.  Judgments of acquittal were rendered only under 1.8 % of cases examined and resolved by the courts.

 

The total damage caused due to criminal cases examined at courts amounted to AMD 6 billion 875 million 164 thousand during 2024 (AMD 663 million 495 thousand during 2023). About AMD 210 million 481 thousand was recovered under the cases examined and resolved by the court (AMD 173 million 385 thousand during 2023).

 

2093 cases were recorded in the military units of armed forces and other troops. The number of cases decreased by 265 or 11.2%. Let me remind that 2358 cases were recorded during 2023. 762 or 36.4% of the recorded cases were accidents, 1331 or 63.6%— crimes, wherefrom 715 or 53.7%—military crimes and 616 or 46.3%—other crimes.

 

27 cases of death of soldiers in service-related circumstances were recorded in the Republic of Armenia during 2024 (54 cases during 2023).

 

The damage caused to the state under the examinations conducted by the State Interests Protection Division of the Central Military Prosecutor’s Office and Military Prosecutor’s Offices of Garrisons during 2024 amounted to AMD 5 billion 677 million 550 thousand (AMD 5 billion 62 million 243 thousand during 2023). As a result of the application of measures of prosecutorial intervention USD 11 million 310 thousand equivalent to AMD 4 billion 462 million 706 thousand was recovered during 2024. Let me remind that AMD 2 billion 482 million 453 thousand was recovered during 2023.

 

In the scope of the exceptional power of initiating a claim on the protection of the state and community interests the Prosecutor General’s Office conducted 435 examinations during 2024 and revealed 328 offences. The examinations covered the fields of protection of state and community property, legality of alienation, compliance with land legislation requirements, territorial administration and local self-government as well as urban development. Immovable property with the approximated cadastral value of about AMD 2 billion 785 million 511 thousand (USD 7 million 69 thousand) was recovered based on the judicial acts rendered during 2024 under the claims submitted both during the reporting period and previous years. 

 

The ownership right of the Republic of Armenia and community was registered over 18 immovable properties with the cadastral value approximated to the market value of AMD 2 billion 785 million 511 thousand based on the claims submitted by the prosecutors during 2024.

 

The total amount of properties returned to the state and community based on the prosecutorial acts amounted to AMD 107 million 341 thousand during 2024.

 

In the scope of the functions of confiscation of property of illicit origin from 2021 until today lien was put on 1496 immovable properties, 288 movable properties, 391 shares in legal persons and on AMD 536 billion 190 million 782 thousand under 150 statements of claim pending at the Anti-corruption court. The price of properties and shares in the legal persons under lien have not been estimated yet. The total cost of the claim under 147 statements of claim amounts to AMD 608 billion 505 million 330 thousand.

 

To sum up my speech I would like to mention that property and funds amounting to USD 134 million 729 thousand equivalent to AMD 52 billion 636 thousand (property and funds in the amount of USD 113 million 386 thousand equivalent to AMD 44 billion 298 million during 2023) was returned to the Republic of Armenia and communities thereof during 2024, due to the pending and resolved criminal proceedings (preliminary examination stage), criminal cases resolved by the court, by the claims and settlement agreements on protection of state and community interests and  confiscation of property of illicit origin as well as prosecutorial intervention measures applied by the Military Prosecutor’s Office.

 

The report on the work of the Prosecutor’s Office during 2024 was published a month ago and during this time we receive information from different specialists that they use the information included in the report as a reliable source for their research.

 

I would like to thank prosecutors, employees of the Prosecutor’s Office and all the partners of law enforcement and the judicial system for their dedicated work, as only due to this work we recorded the results, which I have just presented.
