On March 7, 2025, the activities of the Military Prosecutor's Office for 2024 were summarized under the leadership of the Prosecutor General of the Republic of Armenia, Anna Vardapetyan and the Minister of Defense of the Republic of Armenia, Suren Papikyan.
The summary meeting was attended by the Military Prosecutor of the Republic of Armenia, Deputy Prosecutor General, Grigor Elizbaryan, Head of the Military Police Department of the Ministry of Defense of the Republic of Armenia, Ashot Zakaryan, Head of the General Department of Military Counterintelligence of the National Security Service, Davit Sanamyan, Head of the General Military Investigation Department of the Investigative Committee of the Republic of Armenia, Arman Aslanyan, Deputy Military Prosecutors of the Republic of Armenia, Military Prosecutors of the Garrisons and others.
Prosecutor General Anna Vardapetyan thanked Suren Papikyan, the Minister of Defense of the Republic of Armenia, for accepting the invitation to participate in the summary. She emphasized the importance of the joint analysis of the work done, as well as discussions on new initiatives and existing challenges. "We pay great attention to the discipline in the army, and I am grateful that I held a master class at your invitation and I am going to conduct several more classes at the higher military educational institution. Our only goal is: to encourage teamwork and reduce various subcultural manifestations in the army. I am confident that this will be our contribution to the reforming army. We continue the work aimed at disclosing illegally alienated property and returning it to the army. You know that we already have a study on about eight military units, we have returned military units, there are military units which are the subject of a lawsuit within the framework of the authority to protect state interests. Our goal is to return every property and monetary unit that did not serve the goals of the army to the state budget, to the army,” the Prosecutor General of the Republic underlined.
Suren Papikyan, the RA Minister of Defense emphasized the importance of the continuation of effective cooperation, which is aimed at having a more disciplined army based on statutory relations.
Grigor Elizbaryan, the Military Prosecutor of the Republic of Armenia, Deputy Prosecutor General, presented the cases recorded in the army during 2024, the criminal proceedings initiated, the criminal proceedings submitted to the court by prosecutors with an indictment, the criminal cases completed in the courts, the outcomes of the investigations conducted by the Division of State Interests Protection, etc.
According to the Military Prosecutor, 2093 cases were recorded in the Armed Forces during the previous year (2358 cases in 2023). Out of the cases, 762 were accidents (803 in 2023), 1331 were alleged crimes (1555 in 2023), including 715 military crimes (847 in 2023), 616 other crimes (708 in 2023), 178 serious crimes (242 in 2023), 39 particularly grave crimes (78 in 2023).
During 2024, 40 servicemen died in the Armed Forces of the Republic of Armenia, out of which 27 servicemen died in service-related circumstances (4 members of the Yerkrapah Volunteer Union by the enemy, 5 in the result of murder, 1 member of the Yerkrapah Volunteer Union, 1 participant in a training exercise (fire), suicide and attempted suicide 7, traffic accidents 4, violation of the rules for driving military vehicles 1, plane crashes 2, illness 3, 1 member of the Yerkrapah Volunteer Union and 1 person in an accident), 13 servicemen died in service-related circumstances (illness 3, traffic accidents 7, suicide 1, accident 2).
In 2024, 904 criminal proceedings were submitted to the court with indictments approved by prosecutors (in 2023 - 975 criminal proceedings against 1275 persons).
In 2024, 937 criminal cases on 1089 individuals were examined and completed in court (in 2023, 496 cases involving 578 individuals), and 751 criminal cases on 842 individuals with guilty verdicts (in 2023 - 394 criminal cases on 426 individuals).
According to the Military Prosecutor, the studies conducted by the Division of State Interests Protection of the Central Military Prosecutor's Office and the military prosecutor's offices of the garrisons in 2024 recorded that the amount of damage caused to the state amounted to 5 billion 677 million 550 thousand drams (in 2023 – AMD 5 billion 62 million 243 thousand). In 2024 - AMD 4 billion 462 million 706 thousand equivalent to AMD 11 million 310 thousand US dollars, were recovered extrajudicially (in 2023, AMD 2 billion 482 million 453 thousand).
After the summing up, the Minister of Defense and the Prosecutor General of the Republic of Armenia touched upon a number of important issues, discussed the format and directions of the development of further cooperation.
