Another 7 units of property were returned to the Republic of Armenia. During the Government session, Anna Vardapetyan presented details on the properties and funds returned to the state and communities

Another 7 units of property were returned to the Republic of Armenia according to three decisions included in the agenda of today's Government session. In particular:

 

  1. By the judgment of the Anti-Corruption Court of July 2, 2024, the claim of the Department of State Interests Protection of the Prosecutor General's Office was granted. Based on the judgment, a plot of land of 12,400 square meters located in the area adjacent to the Tsitsernakaberd highway in Yerevan was returned to the Republic of Armenia.

2-3. The claim of the Department of State Interests Protection of the Prosecutor General’s Office was granted by the judgment of November 1, 2024 of the Anti-Corruption Court. Based on the judgment, the ownership right of the Republic of Armenia was registered for two properties: a land plot with an area of ​​5,000 square meters, a “specially protected area” located at address 29 of the Aghavni Aghbyur district of the Aghavnadzor community of Kotayk region, and a land plot with an area of ​​4,997 square meters located at the address N 30 of the same district.

  1. The claim of the Department of State Interests Protection of the Prosecutor General’s Office was granted by the judgment of November 1, 2024 of the Anti-Corruption Court. Based on the ruling, the ownership right of the Republic of Armenia was registered to a land plot with an area of ​​2 hectares, intended for recreation, a “specially protected area” located at the address of 8 Aghavni Aghbyur district of the Aghavnadzor community of Kotayk Region.

5-6. The claim of the Department of State Interests Protection of the Prosecutor General’s Office was granted by the judgment of January 12, 2024 of the Anti-Corruption Court. Based on the ruling, the ownership right of the Republic of Armenia was registered to two properties: a plot of land with an area of ​​26,700 square meters located at 32/1 M. Mkrtchyan Street in Tsaghkadzor town and a plot of land with an area of ​​26,700 square meters located at 36/1 of the same street.

  1. The claim of the Department of State Interests Protection of the Prosecutor General’s Office was granted by the judgment of September 19, 2024 of the Anti-Corruption Court. Based on the ruling, the ownership right of the Republic of Armenia was registered to a plot of land with an area of ​​30,000 square meters located at 22 Arzakan settlement, Charentsavan community, Kotayk Region, intended for recreation, designated as a “specially protected area”.

 

According to the Prosecutor General of the Republic of Armenia Anna Vardapetyan, the approximate market cadaster value of the aforementioned properties is 1 billion 732 million drams.

 

According to Anna Vardapetyan, within the framework of the Prosecutor General's Office's two exclusive powers - protection of state and community interests and confiscation of property of illegal origin - the total market value of the properties and funds returned to the state exceeds 30 million US dollars during 2023-2024.

 

"Taking the opportunity, I would like to remind you that the first judgment on the lawsuit filed within the framework of the Prosecutor General's powers to confiscate property of illegal origin has entered into legal force. The claim of the Department of State Interests Protection of the Prosecutor General’s Office was granted by the judgment of July 15, 2024 of the Anti-Corruption Court. Based on the judgment, the ownership right of the Republic of Armenia was registered for 1 apartment located on Vardanants Street in Yerevan and 1 residential house located in Arinj community of Kotayk Region. About AMD 22 million, equivalent to 50 thousand 720 euros, were also confiscated in favor of the Republic of Armenia. For the execution of the remaining part of the decision, the Prosecutor General's Office has applied to the Anti-Corruption Court, requesting to provide a writ of execution," noted Anna Vardapetyan, adding that the properties returned to the Republic of Armenia so far the confiscation of property of illegal origin were within the framework of reconciliation.

 

The Prosecutor General of the Republic also informed that the number of claims submitted to the Anti-Corruption Court within the framework of the Prosecutor's Office's authority for the confiscation of property of illegal origin is 136. The Prosecutor General's Office, in 136 claims, demands the confiscation of 270 movable properties, 1381 immovable properties, and participations in 359 legal entities, the monetary claim amounts to more than AMD 527 billion. The total claim amount is about AMD 600 billion (this number, of course, has a growing tendency, due to the fact that not all properties are currently market value has been determined, the values ​​of stakes in legal entities have not been accounted either).

 

“Unified Account for Recovered Funds” was established by the Government’s Decision N 1922-N of December 5, 2024. Since it has been launched, about AMD 10 billion 283 million have been deposited into the Unified Account for Recovered Funds,” noted Anna Vardapetyan, adding that, in accordance with the annex to the same Government Decision by the 10th of the month following each half-year, preliminary investigation bodies shall submit information to the Prosecutor General’s Office on funds actually frozen as property in criminal proceedings.

 

“The mentioned information is in the process of being summarized and on July 30, 2025, as established by the Government Decision, the Prosecutor General’s Office will also publish information on funds actually frozen as property in criminal proceedings,” emphasized the Prosecutor General of the Republic and, referring to the properties and funds returned to communities, noted that, for example, in Ararat province during 2024, prosecutorial activity. As a result, property damage of $900 thousand caused to the state and communities was restored.
