In 2017, a resident of Yerevan acquired a 0.5 hectare production area in Masis town of Ararat region, founded a closed joint stock company (hereinafter Company) and at the end of 2019 began to produce vodka without special permission issued by the Ministry of Economy.

During January and March 2020 damage of 15 million AMD was cause to the state in the result of Illegal entrepreneurial activities carried out by the Company. 

On 24 July 2020, criminal case (proceedings) was initiated under Article 188, Part 3, Point 1 of the Criminal Code adopted on 18.04.2003 (Illegal Entrepreneurial Activity causing a particularly large amount of damage to the state).

On 17 September 2021, a public criminal prosecution was initiated against the director of the Company under Article 188, Part 3, Point 1 of the Criminal Code adopted on 18.04.2003.

The criminal case was sent to court on 4 April 2022.

On 16 October 2024, the defendant recovered the state for damages of 15 million AMD caused in the result of the crime.

On 17 October 2024, the First Instance Courts of General Jurisdiction of Ararat and Vayots Dzor regions issued a decision to discontinue proceedings in criminal cases based on Article 281, Part 4 of the acting Criminal Code (a person is exempt from criminal liability if he has fully recovered for the property damage caused in the result of the crime).
