The work of the Prosecutor’s Office of Yerevan city during 2023 was summarized on March 11, 2024 with Anna Vardapetyan, Prosecutor General of the Republic of Armenia. 

Rafayel Manukyan, Prosecutor of the Yerevan city, presented crime situation in the capital, course of examination of corruption crimes as well as the work implemented in the field of state (community) interests protection during the previous year.

The Prosecutor of Yerevan city informed that 20 thousand 231 cases of crime were recorded in the capital during 2023 (21 thousand 604 cases during 2022), the number of the cases decreased by 1373 or 6,4 %.

4436 cases of theft were recorded in Yerevan during 2023 (6361 cases during 2022), the number of the cases decreased by 1925 or 30,3%.

The number of burglary cases decreased by 150 or 29.0% amounting to 367 cases, compared to 517 cases registered during the previous year.

The number of cases of illicit drug circulation increased by 1836 or 186,4% during the reporting year (2821 cases during 2023 and 985 cases during 2022).

266 cases of abuse of official powers were recorded in the capital during 2023 (225 cases during 2022), 209 cases of receiving a bribe, mediation in bribery and giving a bribe (102 cases during 2022).

117 criminal proceedings regarding 150 individuals were submitted to the court with the indictment signed by the Prosecutor’s Office of Yerevan city (100 criminal cases (proceedings) regarding 103 individuals were submitted to the court during 2022).

All the mentioned cases were accepted into the proceedings, wherefrom, judgment of conviction was rendered against 25 individuals under 25 criminal cases, the proceedings of 2 criminal cases were dismissed and the court examination is pending under 90 criminal proceedings.

 Referring to the works carried out in the scope of the powers of initiating state (community) interest claim, the Prosecutor of the Yerevan city highlighted several criminal proceedings initiated on the basis of prosecutors’ report:

• Transfer of the lands not subject of expropriation at 1st Noragavit street to a number of persons under the right of ownership;
• Seizure of the land plots located at the 2nd Nar-Dos street of the Kentron Administrative district;
• Transfer of the garden located at 22 Yeghvard highway and 64 Anastas Mikoyan Str. not subject to alienation to a physical person under the ownership right;
• The alienation of the territory of the "Student" park in contradiction to the legal norms;
• The sale of the land plot not subject to alienation included in the territory of Abovyan Park;
• Illegal operation of the filling station for years;
• The registration of the ownership right of unauthorized building in the Children’s park (Yerevan) in violation of the law;
• The alienation of the land plot located at Movses Khorenatsi Str. in violation of the law, etc.

The Prosecutor General of the Republic gave an assignment to keep the examination of corruption cases as well as the field of state (community) interests protection in the center of the attention during 2024.
