T.M., held the position of the Head of Sers community of Vayots Dzor region from November 9, 2006 until October 8, 2016. On July 6, 2010, the latter provided the land plot with the surface of 0.2 ha for rent for the term of 25 years (for AMD 3000 rental payment) to T.H., resident of Ararat city.  For the purpose of installing an antenna, T.H. concluded a sublease agreement with “Orange-Armenia” CJSC communication operator and until the  end of the term of T.M.’s office received AMD 3 million 840 thousand profit from the communication operator, however AMD 18 thousand  was paid to the budget of Sers community.

The Prosecutor initiated a public criminal prosecution against T.M., the former Head of the community under part 2 of article 308 of the Criminal Code adopted on 18.04.2003. 

The prosecutor submitted a motion to the Vayk municipality of Vayots Dzor region for the purpose of terminating the agreement with T.H. and concluding a new agreement with the communication operator on behalf of the community. 

Based on the submitted written motion the lease agreement concluded between T.H. and Sers community was terminated by Vayk municipality of Vayots Dzor region: measures were taken to conclude a new agreement between the Municipality and “Ucom” CJSC.
