On October 4, 2023, the Prosecutor initiated public criminal prosecution against V.M., holding a number of positions in the Ministry of Defense and the Police from 1992 to 2018, for the embezzlement and laundering of particularly large amount of money.

In particular:

• On April 13, 2015, V.M., after being appointed as the Head of the State Security Department of the Police, instructed KhA., the Head of the State Security of Armavir, to give him USD 1,000 every month, guaranteeing that the embezzlement would not be discovered. In the result V.M. organized the embezzlement of AMD 13 million 935 thousand 200 entrusted to KhA. USD 17 thousand, equivalent to AMD 8 million 239 thousand 390, as a share of the stolen money, was given to V.M.

• M., holding positions in the Ministry of Defense and the Police from 1992 to 2018, received about RUB 821 thousand 128 of salary and AMD 39 million, but during the same period he acquired and alienated immovable and movable properties, made deposits, transfers in the banks, the total value whereof significantly exceeded his legal income.

• M. legalized AMD 1 billion 418 million 60 thousand 977 in order to participate in business activities, to be complicit in the embezzlement of state property, and to hide and distort the criminal origin of particularly large incomes obtained through crime.
