During 2017-2019, V.B. Head of Gavar Territorial Department of Social Security of the State Social Security Service received bribe (from AMD 20 thousand to AMD 535 thousand) from 36 residents of Gegharkunik region for adding false information regarding pensioners’ service record in the database of the pension system. 

Besides that V.B. drafted a false official document reserving the right regarding S.M., Chief Specialist of the Economic Department of the Staff of the Social Security Service of the Ministry of Labor and Social Affairs, pursuant whereof S.M. visited Gavar territorial center as a result of his official functions, however on that day and the days following it the later excercised his official functions in Yerevan.

On August 2, 2023 the supervising prosecutor initiated a public criminal prosecution against V.B. under parts 1 (2 counts), 2(32 counts) and 3(2 counts) parts of article 311 and part 1(2 counts) of article 314 of the Criminal Code adopted on 18.04.2003.

As 3 citizens giving the bribe already died, and 22 citizens admitted the fact of giving bribe, did not dispute the incriminated actions and it was found out by the criminal proccedings that they were not released from criminal liability due to remorse, did not commit any other criminal action, cooperated with criminal investigation bodies, assissted in disclosing the circumstances of the case, the prosecutor supervising the criminal proceedings rendered decisions on not initiating public criminal prosecution against the abovementioned persons.
