During 2020-2021 D. Kh. holding the position of the director of “Bazaltshin” production cooperative, falsified the documents with other individuals based on their prior agreement and at the same time helped G.M., Headmaster of State Regional College SNCO to illegally take the property and carry out official forgery.

Particularly, under the criminal proceedings examined in the Anti-corruption committee data were obtained on the fact that on November 8, 2019 a contract was concluded between State Regional College SNCO and the Ministry of Education, Science, Culture and Sports according whereof AMD 156 million 721 thousand 600 were transferred to the account of the SNCO for improving the building conditions and organizing construction works of the craft building.

“Bagarani Bariq” CJSC won the tender on signing contracts on provision of construction works’ technical supervision services and management of funds. “Bazaltshin” and “Khachmishshin” companies having construction license in urban development sector won the tender on implementation of construction works of the SNCO’s craft building.

On January 30, 2020 a contract of AMD 135 million was concluded between “Bazaltshin” and SNCO for performing contractor works.

From March 11, 2020 D.Gh. holding the position of the Director of “Bazaltshin” production cooperative, S.M. Director of “Bagarani Bariq” CJSC exercising technical supervision and A. P. Technical supervisor of the construction qualities distorting the real volumes of the actual construction works implemented by the construction company included exaggerated data on the implementation of works.

Afterwards, during May-December 2020 the latter drafted six fraudulent executive acts of AMD 100 million on implementation of construction works, that were signed and stamped with the seals of “Bazaltshin” production cooperative (represented by the Director D.Kh) and “Bagarani Bariq” CJSC and submitted to the headmaster of the SNCO, however the contractor company implemented construction works in the amount of AMD 60 million.

On May 4, 2023 the supervising prosecutor initiated a public criminal prosecution against D.Kh., under point 3 of part 3 of article 46-256, part 1 of article 46-445 and part 2 of article 457 of the Criminal Code.

During the preliminary examination D.Kh., remedied the damage in the amount of AMD 3 million, 501 thousand 500 and S.M. — AMD 114 thousand 700 caused to the state.

On May 12, 2023 the criminal proceedings on the accused persons G.M., D.KH., S.M., A.P., S.H. were separated from the criminal proceedings.

On May 24, 2023 the prosecutor signed the indictment and submitted it with the materials of the proceedings to the Anti-corruption court.

During the preliminary court hearings in the Anti-corruption court D. Kh. completely remedied the property damage in the amount of AMD 33 million 653 thousand 199 caused to the state.
