In the result of the study of the data received from Yerevan Municipality by the Prosecutor’s Office of Yerevan City regarding the abuses during the transfer of the Parking City Service CJSC to Yerevan Municipality, by the instruction of the prosecutor materials have been prepared in Yerevan Police Department.

It has been found out that in November 2016 Yerevan Municipality has conducted negotiations with a consortium of Parking City Service and Lokator CJSC on the issue of control over financial flows resulting from parking fees. However, it has been found out that in violation of the agreement reached during the negotiations, and without an audit estimate of Parking City Service CJSC and based on 1 conclusion, the main assets of the company have been set in the amount of 1.788.000.000 AMD. Then, by the decision of the Council of Elders dated December 21, 2016, 100% of the shares have been transferred to the Municipality of Yerevan. By the same decision of the Council of Elders, the shares of Parking City Service CJSC have been transferred to the trust management of Lokator CJSC.

However, it has been found out that the real value of the assets of Parking City Service CJSC does not correspond to the reality and is exaggerated by 1.051.113.700 AMD.

As a result, the Municipality of Yerevan, not being a party to the civil law agreement concluded by Parking City Service CJSC and not having obligations by the decision of the Council of Elders N 655 12/21/2016 in 2017-18, has paid 713,000,000 AMD from the budget of Yerevan city with a view to repay the loan of the company.

Thus, the relevant officials of Yerevan Municipality, based on personal or group interests, have used their official position contrary to their official interests and, without an audit, have paid off the company's obligations to acquire assets.

At the same time, in 2017-2018 the obligations of Parking City Service CJSC in the amount of 713 million AMD have been repaid from the budget.

It has also been found out that the officials of Parking City Service CJSC with the use of their official positions in 2017-2018 have appropriated more than 20.7 million AMD. Taking into account that the prepared materials contain data with signs of criminal acts, in particular, concerning the abuse of official powers, as well as the fact that officials from Parking City Service have appropriated funds in especially large amounts with the use of the official powers, a criminal case has been initiated in accordance with Part 2 of Art. 308 and Point 1 Part 3 of Article 179 of the RA Criminal Code.

The preliminary investigation of the case has been instructed to the RA IC.
